Sounds like you'll need a new screen assembly and possibly something else, but you should be able to come under what a new Nexus 5 or Moto X would cost. But, like the guy above me said, if you don't need top of the line the Moto G is OK for the price and the Lumia 520 (windows phone ) is surprisingly good for the price. My wife tried it out for a while.
If you want to stick with iphone, a used 4S can be had for probably 200-300 on eBay.
