That is what most believe, but being the bastard he is GRRM is likely to change it in the next book just to troll everyone.

I have a love/hate relationship with GRRM. The honest trailer was spot on when the guy said "We really hope the creator doesn't eat himself to death before he finishes writing the books."

The use of the words "Ser Willem is a good man and true, but not of the Kingsguard. The Kingsguard does not flee." I think is pretty definitive text that shows what really went on there.
