I hope they threw out a fake name, and it is really Ted Kord. That would be pretty cool.
I doubt it is Dick Grayson, since whoever it is is suppose to be a tech entrepreneur. In the comics Dick is basically has trust fund and owns a circus.
ETA: Heck, I didn't even think of Dan Garrit. That works as well, although Garrett had some super powers.

Ted Kord was first mentioned in a flashbacks scene where Ollie's parents were discussing going to a charity event and complaining about "Ted Kord" giving one of his boring speeches. This doesn't rule out a Blue Beetle but I would think it would put Ted at an older age. It doesn't rule out his having a son named Ted.
But I'd think that if DC was going to go the Blue Beetle route, they'd use the Latino kid that was in the Brave & The Bold cartoon and that was slated for his own CW series a few years back.
But... now that they're saying "no powers" on the Green Arrow series, the Ted Kord non-powered Beetle would be the one to run with.
