If they hear about bad coverage I'm sure they'd look into putting a tower there. But otherwise they'd just be handing out small cells like candy to anyone with bad coverage. Obviously you can't do that

It's not really bizarre. Lots of building materials interfere with signals, not to mention the wiring in your walls and possible interference from appliances and such.
