What exactly are people expecting out of a Superintendent?
The guy has been here two years. In that two years while he has been in charge, 12 schools improved enough to be removed from the state take over list. The Common Core curriculum has been implemented and while some scores dropped they didn't drop as much as people thought they would. He has been tied up with the state legislature on a breakaway school district and on potential laws that would strip his position of almost all its authority. And in both cases he came out victorious in the eyes of the school board. I am not sure what they expect out of the position, but it doesn't sound like he has done that bad.
On a personal level I don't find the guy that likable and I don't think many people do, but I find it hard to say he has done a bad job running the district at this point, especially bad enough to buy him out.
What would a superintendent have to do in two years for people here to think they have done an excellent job?

Taylor could be the world's best education superintendent but it's meaningless if all he does is piss people off, especially parents, legislators, state education officials and school board members.
He appears to go out of his way to be confrontational with education stakeholders when just the slightest bit of cordiality would make a positive impact. He has a huge chip on his shoulder all the time.

To start with it would be nice if he told the truth and addressed improprieties in the system directly .
Is that too much to ask for?
