ISIS or whatever the Sunnis are calling themselves can probably keep the central government from exercising effective control in the north. They are not capable of invading and overtaking a hostile Shia population in the South.

Don't have the manpower to take the city from the Shias. I don't believe they even have the power to hold their current territory over the long haul.
