Of course it can! If you live in a place like the Congo with zero legit opportunities to make a legit living it is fine.

It depends where. In the US almost everyone has the opportunity to become successful and if they don't because of a physical or mental limitation then the government will assist them.

Elephants are by far my favorite animals besides dogs but if people need to feed their families and don't have other options I can understand doing WHATEVER it takes.
