That is what he is saying, but in the same sentence he is saying that they can/should choose not to be that way. That they should fight it and that the genetic abnormality can be corrected.

That's not correct. He is saying that while homosexuality is not a choice, homosexual acts are.

If I said "due to the actions of some mothers, some babies are born with a crack addiction, but that doesn't mean that they have to choose to do crack. Similarly, some people are born attracted to the same sex, but that doesn't mean they have to choose to act out homosexual urges," I am not comparing gays to crackheads.

FWIW, I don't agree with Perry that gays should stifle their urges, just clarifying for the intentionally obtuse that he isn't comparing homosexuality to alcoholism.
