True, but you have to understand the history. It's a perk. It's a substitute for money. It started in the mid west almost 100 years ago.. Ohio. Teachers threatened to strike. State didn't have money from taxpayers. So, they offered tenure in the deal. Once tenure became part of 'pay' it could not be legally taken away without a LOT of litigation.
