The number of ex-military who have increasing numbers in local police forces are the issue. They are the source of the military mindset, to quote one "we approach the situation just like in Iraq, if you are not in our uniform, you are the enemy."

Being an infantry guy doesn't qualify you to be a cop
In these elite law enforcement units a lot of these guys are prior elite military who have already been trained.
Problem Billy Joe that served chow in the mess hall is becoming a town cop
