There's your problem. For only $5K who wouldn't want one of those suckers? It's basically free. Now, if the feds sold them to local PD for even $200,000 (still a huge discount) they would have to stop and think, hm, do we really need this? And the answer would probably be no.

Fred, the request has already been sent up the chain.
Hopefully I'll be able to have my own one by the beginning of football season so I can start working DWI checkpoints in it.
Hell, I may even write an inspection sticker ticket or two in north Baton Rouge if I get one.
