What about south Louisiana? I've heard it said a few times people don't consider the catholic southern part of south Louisiana including New Orleans to not be true southern.

They're culturally different, but they're still part of the south.

That area fought for the Confederacy during the Civil War, it's geographically southern, and the United States government considers it part of the south... Just like Texas.
