Not necessarily. What it does do is make it harder for banks to offer services to American expats around the world. Many have discontinued services to Americans in the last year because it's not worth the hassle.

No. Sticking it to the upper mid class as they are the ones that don't have a staff of tax attorneys to manage the regulatory requirements posed.
