I got 24mpg after my mods going 70, but you have to at a minimum get studs. No ifs ands or butts about it.

35x12.50 Mickey Thompson MTZs
There are a few other things that you need to get for longevity, but those are the performance mods for mpg. Get ready to spend $5k+ getting set up
Eta: H&S makes tuners and you can also get a SCT with custom tunes from Innovative Diesel or KEM
The only way to get 26-28mpg is going 50 downhill

I didn't like the Bullydog one but was well pleased with the Superchips tuner. Losing the tires will be a big help.

24 mpg in a diesel 4x4 with 35's at 70 mph
