Where would this $200M or $251M come from?

The state auditor says that in 2010 197 million in tax credits resulted in 27 million in tax receipts costing the state 170 million.

I estimated that the 251 million in tax credits from 2013 brought in 50 million in tax receipts (I was being generous); thus the state lost 200 million dollars in taxes on this program.

If there was no program, the state would be at least 200 million ahead.

And of course the money comes from La. taxpayers.
