It's supposed to "have an arc" but they don't really enforce it like they used to
Some throw harder than others. The really good teams have pitchers who throw legit, nasty knuckleballs. Some throw curve balls. Some change speeds. It's a little more challenging than your typical underhand slow pitch.
If I had to put a mph on it id say between 55-65 mph

You'd be surprised. I pitch and sometimes I'll throw at like 65-75% of my max
