Yes, I would go for boat size restrictions. I'm as conservative as can be, but when one of those idiots in the big arse cigar boats/cabin cruisers come down Little Chene Blanc with the nose in the air you can't get away from them without going in the trees.

Either that, or just allow us to shoot those idiots when they run people off the river.
