Yea i understand that's what you're saying, what i'm asking is why?

If you're suggesting he could be up in September, then it's fair to speculate that he's ready, so holding him back wouldn't be for development, it would be strictly financial, correct? We're not talking about the astros here, so I'm not convinced the cubs stunt development in favor of gaining another year before arbitration. I could see a scenario where the cubs come out of the gate losing 2/3's of their games to start the season and then any outside hopes of WC2 are out of the window and then possibly leaving him down until June. Otherwise, I think his development trumps finances (at least in that regard because not breaking camp with the team is a form of financial planning) so i don't see super 2 being the dictating force
