Bad MLB teams draft by need. Acquire the best talent regardless of position. It will sort itself out. The MLB draft is NOT the NFL draft. Any team drafting Pentecost top 5 is stretching harder than if the Stros took Nola 1.1.

eh i think that cliche is trite without considering slot values. It assumes you've got a deficiency so you just go reaching. but when you're talking about signing a likley top 10 guy, and saving money becuase you think after the top 3 there is a drop off then you're not drafting by need alone. You're addressing a need, you're getting a talented guy, adn you're saving money to spend in subsequent rounds to go over slot to get a guy and sacraficing (in your FO's opinion) the bare minimum of talent, if you believe there is a top 3 and then the rest.
Because the cubs also lack pitching pretty bad, and seems plenty are suggesting the cubs should take a pitcher.
