sounds like the bulb or the entire fuel line is on backwards.
or
Is this one of those newfangled lines with the round fuel demand valve? If so, cut that out of the line. I put a new fuel line on my boat which had one of those round fuel demand valves and it choked out my motor. I took the valve out of the line and it continues to run perfectly.
