Reagan was. Hence the knowledge that an arms race would push them over the edge.The democrats certainly didn't know it and were busy praising the command economy of the Soviets as late as 1987. They laughed at Reagan for suggesting that the Soviets were weak economically and capable of being toppled.

there used to be this book the gov't published every year, like a trade paperback, on Soviet military capabilities.

I got one that was annotated, showing how bogus most of it was. We built the soviets up to be much stronger than they were, so we could build a mighty military to counter them.
