Wtf do you want the Welsh cops to do? Maybe go after the cartels in Mexico?
Although these guys are small time compared to others in other places, they are big time on the local scene. The police of Welsh are doing exactly what they should be doing, making their town safer by arresting thug POS.

This. You other guys have to understand the job and it's limitations before you get all critical.
