There was absolutely no logical reason this would happen other than as a talking point to sell ACA to the ignorant.
Maybe If it included opening up more residency spots or including some major incentives to ER physicians and primary care doctors... but that's certainly not happening, at least not that I know of.

My sister is a nurse and said that there have been people who have showed up to the hospital expecting everything to be free.
