I have no idea what the means. But again, I would surprised to find out Allen is laying off teachers due to any kind of monetary shortage. Also, most of the money for the stadium likely came from private donations.
LSU is supposedly an academic institution, but no one seems to care about the amount of money blown on athletics here.
