If it's a lump sum contract, the contractor is required to have a 3rd party testing firm. The owner will usually have a 4th party, if they don't have qualified personal to oversee the project. Rebar inspection, etc is on the contractor. Cylinder testing is on the contractor. These guys seem like amateurs. But the district should've had someone looking out for their interest on such a large project, too.

i've worked on lump sum projects where inspections (soils testing, rebar, concrete cylinders, welding, etc.) were payed for by the Owner... we had no part in it (other than coordinating). although they were negotiated contracts, not hard bid projects like the one in question.

no doubt... and maybe the ISD did hire a consultant to act as a manager over the arch/eng/contractor... if they didn't, they should have.
