I think the key is the size of these districts in TX. Moving from BR to the North ATL suburbs, I was awestruck by the size of the schools. My HS in BR was about 1K. Our cluster HS here is at 3K.

I think Allen is like twice that. It's insane, but they seem to have the tax base for it.

Allen has over 4k high school students, the band has 900 members alone. Crazy big
