If I was walking around the street in my hometown and took someone's picture should I be obliged to give them money?

The guy is literally standing. And don't give me the "oh, well it's art" deal. He "works" in an arena where he knows good and damn well some people will tip, some won't. That's the nature of it. At least with waiters, barbers, valets, etc. they are actually DOING something for you. They are providing you a service. Street dude ain't doing shite.

Well the performer should copyright his image and sue the OP for being a dick. The OP got a picture, so why can't the performer get a $1 for posing?

You're not looking at this the right way. He is getting into character for public entertainment, and obviously the OP found it interesting enough to take a picture. Despite how underwhelming it may seem, he took it upon himself to be there and in character to get a laugh/smile out of people and earn a dollar.

No it's not the equivalent of shoplifting to take his pic without tipping him, but it's a pretty lame arse move to do that.
