Long shot, but is anybody on here a certified arborist?

Do you need an arborist, or do you need questions answered about a tree? There are a lot of educated rednecks here that can help.

My brother-in-law paid a licensed arborist $350 to consult on tree trimming over his pool. The arborist came out and said that he couldn't cut the limbs because they were essential to the tree. So the dude was paid $350 to NOT trim the tree.

So he hired some Mexicans with chainsaws for $200 to cut the limbs.
