I see this as an issue that will resolve itself. The vote has to be held and the voters will decide if a case has been made to the voting public for the vote to pass.

Your concern about the 'spin' is unnecessary. The people of St. George would decide, and if they decide to incorporate/form ISD, it's because they are comfortable that they will outperform the status quo (which is a foregone conclusion IMO)
