I'd extend this to top level PWCs (jet skis) from the past decade or so. A teenaged kid almost died at the lake last weekend after his hosts let him take a Yamaha HO out without a life jacket or prior experience. He found out that it's hard to breathe after you get flung off doing 50 on the water. Those things shouldn't be operated by the inexperienced and never ever without a life jacket.

50 isn't even that fast anymore on PWCs 
Pretty stupid to let someone take one out without a life jacket though, especially with no experience.
