Yes, I originally thought he was talking about his house and a sellers agent. He cannot get an inspection done on a house unless he has a purchase contract, unless he can get the seller to agree, which they never should.

Right, that's what I thought. You don't even know if you'll get to the point where you agree to a cost and go under contract. I would suggest to get an agent to, if nothing else, assist in the negotiations and the paperwork.
