I can tell you exactly what happens when budgets get cut.

Agency X is told its budget will be reduced by 10%. Instead of eliminating the inefficient, unvaluable, and non-mission critical programs within agency X, the agency decides to swipe 10% from all programs across the board, thus making all of the programs even less effective, even the mission critical ones which need the funding.

The result is a less effective and efficient overall federal government than you started with.

Had agency X eliminated non-essential programs (which include federal positions), the necessary/mission critical programs would have the finding they need, and the agency would be more lean and efficient in achieving its mission.

The bugget cuts are the right asnwer. The problem is how they are being executed.
