Seattle is 37 low/50 high for early Feb on average.

With only November/December/January having more precipitation than Feb.

People would complain who aren't used to that much rain. Cold and rainy doesn't suit most people - no matter how awesome the city is.

Most people in America don't live in the south-eastern climate. A lot of people don't care about 37-50 with precipitation.
