I was waiting for this to come down to post it 
I guess City could not come to an agreement with FFP
We will see how their youth system which they have dumped tons of money into pays off. They have actually been decent. If City didn't pour loads of money into their academy this would have been even worse.

If UEFA doesn't like clubs taking huge losses, why do they impose such a steep penalty?
