You are correct...it is red bell pepper powder, which carries no heat at all.
I even tried buying chips and sprinkling cayenne on them myself. But it really needs to be baked into the food.
My favorite fried chicken was Walmart's 'Cajun' which had a lot of cayenne. 10 years ago they stopped selling it. I asked why. They said people weren't buying it because they didn't like red pepper. Bunch of wusses.

Maybe try cutting tortillas into chips then brushing with some butter or olive oil then sprinkling them with seasoning of your choice and baking until done.
