Sounds like the seals are bad in your unit. That is just a drain hole for any standing water left on top of the lower unit when you pull the boat out of the water.

if it is gear oil, you have two options
pressure test to determine which seal is bad or rebuild. If seals are 10 years or more, definitely rebuild
