I was going with fans at first. That would be beyond retarded to say there are more LSU fans in Houston than in BR.
If you are talking about only alums it is probably still incorrect. I would also be willing to bet there are not A LOT more in Houston than in BR.

Per capita would easily be BR. The ISDS department at LSU was telling lies a few years ago if it isn't true.
6 million people in greater Houston vs. 800,000 in greater BR. LSU is everywhere around here
