The process around here is they will send a certified letter and the USPS makes someone sign for it.
I made the mistake of paying my tax on one piece of property online. I got a delinquent tax letter. I carried a printout of the electronic transfer to the Probate office who didn't give a shite because of the way they record payments. I double paid my taxes on that parcel. Ever since, I pay them in person with a check and ask the clerk to sign the receipt.
