That'd be a safe bet. It's easier to get a generic setup for inshore fishing for someone than for bass. It's hard if you don't know what they already have and what they like to fish most, and what they want to get next, aside from type of handle and length preference, etc.

If you really want to spend $200, St. Croix makes some decent rods for that price (Tidemaster Inshore). I've never spent over $150 for an entire rig though.
