Horrible concept. Only system I can think of that exists now for mass, over-the-web secure ID is based on PKI Smart Cards which is what the DoD uses. It works on dedicated networks and hardware but would be a nightmare for en masse adoption by the public.

Preventing fraud = good.

But I would prefer that Citibank or Amazon be the ones doing it. Less potential for abuse and better chance it will be done properly.
