There are a few issues here.
First, no one expects the ball to bring back 2009-type numbers. But it will have an effect in that pitchers won't be as effective.
Second, college baseball has different types of hitters and pitchers compared to just 5 years ago. What has happened is that scouts have adjusted and are pulling more of the best hitters from high school since that has become much easier to evaluate. Pitching is just the opposite. It's tougher for scouts and some of the best HS pitchers are ending up in college. So not only is the equipment forcing things one way, the talent on the field is also.
