The moratorium has already been amended not to affect the current petition drive...and it hasn't even been to the Senate floor, just out of committee

Which bill are you talking about?

House Bill 678 passed yesterday and now goes to the Senate. LINK It would put a time limit on acquiring signatures for an incorporation petition, and no, the St. George movement would not be affected by it because it doesn't apply to petition drives which already have 1000 signatures.

But Senate Bill 674 (the one sponsored by Nevers which has been talked about a lot here) passed out of committee to the Senate floor last week. LINK At present time, that one says current petition drives have to be voted on no later than the November 2014 election in order for them not to be affected by the moratorium put in place while annexation procedures are studied. So if the bill passes without changes, the St. George movement would have to present the required signatures in July in order to make the ballot. St. George supporters were upset when it passed out of committee like this because Nevers had said he would amend it to give organizers 'til Jan. 1 to hold their election.
