Why wouldn't you want the most people possible signed up for insurance?

It's bad because you have people enrolling individuals in to insurance programs with out any type of knowledge about the programs. Their tax knowledge is dubious at best.

Because the idiots who depend on other people to enroll them do not understand what they are signing up for. Who is accountable if the information that determines the amount of subsidy is incorrect? What are the repercussions for entering false information to increase any subsidies?

Because the "insurance" isn't based on actual underwriting principles. It is based on wealth redistribution principles.
