This affects only those players who are ready, or believe themselves to be ready, to play at a pro level coming out of HS and have no desire to attend college.
I really don't see a high school kid who has never lived outside their parents house moving to Russia to play basketball.
If the norm is to do two years then leave, then I think it will become culture. They aren't requiring you to graduate or anything.

Thousands and thousands of 18 year olds go overseas every year via the military. Its not that uncommon.
