The whole thing hinges on the turn into a private driveway, as was originally posted. If the left turn is into a private driveway, vehicle A has to yield. Not so if the left turn is into another roadway.

Yes and also a divided highway in a legal passing zone. This topic came up in my court ordered defensive driving course.
