Not for leaving the boat, he made several mistakes earlier. Including letting the 3rd mate have the wheel!
The arrest is simply a witch hunt to save face by the country. I'll bet a dollar to a donut there were several overlooked safety issues and or inspections ignored by the government. It will come out
