I don't think they're legally obligated to be the last one on board. They are expected to adhere to the emergency plan and direct the evacuation.

The captain from this ferry accident left on the first fricking life boat... While hundreds of children were still on board. Think about that.

I don't think you're necessarily expected to doom yourself, but you better do all you can do to help preserve lives before you catch the first freakin lifeboat.
