They could, but the property owner that was deeded land by OK up to the state boundary might object...or in this case if the FED had land rights prior to OK being a state that ran up and to the state boundary with TX that ownership would be superior.

You're confusing the issue. First, here, the state border isn't changing - it has never been settled. If CO split into two states the prior land deeds would still be valid in both states - you're making an apples to oranges comparison. And the BLM isn't the driver taking land...the border resolution between the two states will be "taking" the land and the BLM (like other OK landowners) may be a beneficiary of that border settlement.

That makes no sense at all. That would be like Wells Fargo and Regions bank merging and telling you they didn't issue you a new account. Then telling you that they had to send your money back to the Federal Reserve.
