Why is a shadow organization that is the antithesis of the organization that assembled the Avengers not interesting? What about them makes them not interesting? Are you the 5% that didn't like Winter Solider?

I liked winter soldier and Hydra was ok for Captain America but I don't need to see anymore. And I want to see Avengers fight someone like Thanos or Ultron. Maybe bc shadow organizations can be done in any movie and are more fit for James Bond than the Hulk and Thor.

You will see both in each of the next two Avenger movies. Have no fear. But...

Wrong. The beauty of the Marvel Universe has been it's ability to make different kinds of movies all tie together seamlessly into a singular world.

A Spy Thriller, an Old-Style War movie, A pure Science Fiction film, an action movie, etc.

We should enjoy the heck out of that. I would rather the movies all be completely different, telling a variety of stories uniquely, then driving all of the same parts together into the same whole.
