Not all wood bats are the same--there's only so much good-bat-quality wood each year.
The best bats go to the majors, the next best to the minors. A school that cares about baseball like LSU would get the third tier bats, but smaller schools would get stuck with even worse bats because of the limited annual supply of good-bat-quality wood. That would stratify the game even more than it is now and would be bad for college baseball.
As it is, every team that buys the same bats gets the same product. Now, of course, not every team puts as much money into bat purchases, so many of our opponents are playing with inferior equipment. That's their choice. Going to wooden bats would eliminate their ability to make that choice.
Back in the day when everyone down to little league used wooden bats, the bat quality at little league was pretty bad compared to the majors.

It's not all limited supply. No one is gonna shell out 200 bucks a pop for high school or little league wooden bats.
